Remove plugin "arp"
The "arp_" plugin is probably a better alternative: it uses modern linux
tools (iproute2) instead of the "arp" tool.

Restructure incomplete or broken "autoconf" implementations
Some plugins with non-zero autoconf exitcodes (it must be zero instead)
deserved a bit of code cleanup for improved readability.

Simplify the processing of the output of arp -an to use only awk.
Reduces the needed subprocesses in the pipe.
