[core] fix computation of FAT size for Large FAT32

* Ridgecropt's GetFATSizeSectors() computation was incorrect
  and resulted in data sectors being "wasted" (unaddressable)

* Also revert the minfatsize check of Syslinux, since it no longer fails.
