* Each house is now half the building requirements

Stian Grenborgen f81e3fc57c Improves skin-support for InfoPanel and Minimap ... and adds new skins for them both. 
* New skins for the info panel and the minimap.
* Draws the minimap skin on top of the minimap.
* Adds support for string properties with nested properties in order to support easy skin-definitions as one overridable property.
* Placement and sizes for the components on the minimap and infopanel can now be defined using resources.properties.

Stian Grenborgen 4e3512ce3d Adding graphics for river animation. We have not yet implemented different animations based on the natural direction of river flow. This might be implemented later. Stian Grenborgen 5051012f2c The unit selection cursor is now drawn on top of everything. This solution is a lot faster than the previous solution where the tile (and neighouring tiles) needed to be redrawn in the buffer. Stian Grenborgen 4f7f25171d Fixes multiple issues with connections, multiplayer games and the meta server. Changes: 
* Network messages expecting a reply now have a timeout (default 30 seconds).
* Fixes issue where multiplayer games only listened on the loopback address (for systems where the hostname resolves to the localhost address).
* It's now possible to specify the binding address when running a multiplayer game. Only IPv4 is supported for now. It's easy to support IPv6, but we need to find a better way of displaying possible addresses first (perhaps using the NIC's name instead of the address?)
* The player gets an error when trying to register a server as public if the server is not connectable.
* Fixes game crash after the LoadingSavegameDialog gets cancelled (happened when a new game got loaded).
* Fixes the LoadingSavegameDialog so that the chosen values are actually used.
* The header now gets the translated title (the message key was wrong).

Stian Grenborgen 1d171d49dd It's now possible to have fog of war enabled without the fog being displayed. Displaying the fog can be activated using a new menu option. Stian Grenborgen 89c6b1ebbf Adds font scaling, and allows both UI scaling and font size to be changed using the client options. 
- Determines the DPI of the current screen and sets scaling and font size accordingly.
- Allows the scaling and font size to be overridden by client options.
- IntegerOption can now specify stepSize.
- Options can now be enabled/disabled by a BooleanOption in the same group by specifying a key in "enabledBy".
- Deactivates "sun.java2d.uiScale" so that we can manually manage the scaling ourself on all OSes.

Stian Grenborgen 0a628afb43 Adds support for animating base tiles. Includes new animated ocean graphics. A lot of other changes were needed in order to allow for efficient base tile animations: 
1. Proper initialization of GUI from the Event Dispatching Thread (EDT). This fixes lots of startup issues and visual artifacts.
2. Adding BufferedImages for backbuffer and non-animated images. We might later consider allowing these buffers to be bypassed if animations are turned off.
3. Cleanup of MapViewer.displayMap method.
4. Using compatible images with BITMASK for center base tiles (reduces rendering time by 10% on my Linux computer).
5. Adds assertion checks to verify that important methods are running inside the EDT. Run FreeCol with "-ea" to enable these checks.
6. Fixes a problem with MapViewer's positioning and clipping when the map is smaller than the screen.

Stian Grenborgen 7c0a11c5ab New method for loading variations and different sizes of an image. 
* Only one type of an image is defined in "resources.properties". All variations and different sizes are loaded from the same location as that image.
* An image can have anything from zero to 100 variations.
* Mods can redefine only one mapping in "resource.properties", and optionally provide as many variations and sizes as the author wants.
* Backwards compatible with mods that still redefine ".r0" keys.
* Resources can now again be loaded from ZIP-files. This allows mods to be just placed in the "mods"-directory without being unpacked.
